That's how math is done.
For instance.
Z=10
20% of Z = Z * 0.2 (20%) = 2
The final result would be Z-2=8

3. Weird. In my country there is 21% tax but cards are the same price.

Taxes for shit you don't even use.

Out of every paycheck, they take out like 14% or more (from what I have calculated.)
