Op, I read through, and your best bet, is to call the PayPal department for the country the account with the money is registered on. Simply explain that you messed up when creating your account and just now noticed after you wanted to add a bank account to withdraw the money. It should go pretty simply after that, let me know if you have any trouble.
I have two problems with it: 1- As I live in another country it makes the call difficult. 2- I don't speak Engligh too well
