For best TV comedy, I'd say The IT Crowd. Always liked the nerdy jokes in it. Also like the dark humour of Black Books. Other than that I'd say HIMYM

For best movie, I'd say Hangover or Borat (only good to watch with friends). There are so many more good movies but they're two of my favourites.

imo comedy shows are too long to be really funny. The times I laugh the hardest is short bits of humor. The exception to this of course is Whos Line Is It Anyways.

But funny shows in general may not provide non stop laughs, but amusement would definitely be stuff like Futurama, House, ans older seasons of the simpsons.
