You can't chargeback a PayPal transaction through PayPal. You call your bank and process it through them, the bank notifies PayPal. PayPal can't do anything about a chargeback.
Now if the person called PayPal and opened a PayPal Claim then you can actually have a chance at your money.
EDIT: Technically if you have a PayPal Debit Mastercard you can file a chargeback on something you bought through PayPal.. but that's for debit card signed purchases. Just wanted to point that out in case some faggot's like "techincallllllllllly"
