M12s - Hardly any recoil, fast, decent power, lightweight, easy to maneuver with, easy to handle, fast reload.
Scar-Light - Good power, low recoil, fair speed, fast reload, lightweight, easy to maneuver with, easy to handle, easy to get a fast kill with.

Something with low recoil and decent power + speed and fast reload is definitely something that is OP.
They're also banned from being used in certain tournaments I believe. Probably the WOGL and others.

SL and M12s are noob-friendly guns, not noob guns.
