The zone folder provided in the OP doesnt have the en_zombie_cod5_*.ff and en_zombie_moon.ff files in it. Right now my rezurrection maps load, but all the weapon names are garbled and there are no english voiceovers or sound effects. Am I missing something?

in my english.rar they are in there, maybe you did something

yes it is, everything thats needed for DLC and vanilla version of black ops is in here. beside the English Vid Files

which no one has still given me a link to upload to thats free and doesnt have a limit of how many people can download it
