When you have gone in to the survival you can turn it on... I was as confused as you are but i figured it out

You won't get banned, VAC isn't running in any parts of SP including Spec Ops at all.

this is impossible to do hack with unlimited health unlimited ammo etc. unless you've got force host and server editor or something. for mp ESP and no recoil still exist here...
