It's alright but seems strange to get such a lacklustre video card. What is your maximum budget and what is it's purpose? Gaming, editing, multitasking?

nVidia is NOT the way to go for 200dollar budgetcard. Use AMD's new cards, they're better for bduget cards. Get this: Newegg.com - ASUS R9270X-DC2T-2GD5 Radeon R9 270X 2GB 256-bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card

It overclocks very well and is much better

I would also recommend a more powerful PSU. A CX600 should be fine.

You can also get a much better/larger SSD for a few bucks more: Newegg.com - Samsung 840 EVO 2.5" TLC Internal Solid State Drive (SSD) | MZ-7TE250BW

There's next to no difference between Nvidia and AMD cards. The bottom line is that AMD is far, and I mean far better for your budget, in both GPU AND CPU. Go for an FX 9370, about 30-35% better than the 4670, and a R9 270x, literally about 300% better than a 650.
When the earth is changed into a humid dungeon,
In which Hope like a bat
Goes beating the walls with her timid wings
    And knocking her head against the rotten ceiling;
When the rain stretching out its endless train
Imitates the bars of a vast prison
And a silent horde of loathsome spiders
Comes to spin their webs in the depths of our brains,
All at once the bells leap with rage
And hurl a frightful roar at heaven,
Even as wandering spirits with no country
Burst into a stubborn, whimpering cry.
    — And without drums or music, long hearses
Pass by slowly in my soul; Hope, vanquished,
    Weeps, and atrocious, despotic Anguish
On my bowed skull plants her black flag.

If I was you I would spend ~130$ on fx 8320(or i5 3570k),and spend the extra 100$+ on a better GPU, since games profit more from better GPU then a CPU.

For thermal compound I wount get the Arctic Silver 5, Id recomend the MX4, its a lot better. They are all compatable, and as I said, get a Higher watt PSU

The problem with AMD is that the drivers really try to do things that you wouldnt want to have for example warming shaders on CoD games
