How do you know he doesn't need more than a $100 GPU?

R7 series are not bad for an under $100 budget

You probably won't be able to handle any sort of graphics card that can really make a difference.

If its for gaming, anything with less than 3gb vram is a waste of money, for some that's not even enough nowadays to run on high or ultra. Games will only continue getting more demanding. My advice, shop refurbished or wait for a good sale. Just saw there was a 760 4gb vram for $229. So saving your money is a good idea. Might need to upgrade your psu, but you can get some 600-800 ones for less than $80 bucks.

You won't need 4GB of ram unless you're running anything above 1080p, or using multi-monitors. 2GB will suffice for the next couple of years until games start to require 2GB+ of VRAM.
