Pretty much any new graphic's card should work(the graphic's card must be compatible with PCI Express 3/2) , the GPU you listed in particular is compatible. Not sure if you need a video card upgrade, do your research. Look at your monitor resolution, the games you want to play, and the quality settings you want to achieve in those games.

If you want to upgrade the CPU, you want a CPU that is compatible with the socket that is on your mobo, in your case it is: Intel LGA 1150 socket. I don't think you need a CPU upgrade, your current processor is a good one.

To play GTA V, new games, and even current games. A 760 puts you at high settings, just under very high/ultra if you want a constant 50-60 fps. I'm going to assume your monitor is 1920x1080p, not 1080xsomething which is ridiculously low.

Don't get a new CPU, get a new graphics card. The graphics card you want depends on you. Are you satisfied with running games at high or do you want ultra? If you high quality get the 760 you listed, but if you want ultra quality get a 770 or the AMD equivalent of that.

You can support up to the latest generation Intel chipsets (Which is the 5th Generation). You can go as high as the 4790K (with BIOS Updates)

You can get any of the latest GFX cards that work within your budget. I would recommend getting a GTX 770 (If you can find one) or hold off until you can get a 960 or 970 as some of them go for really cheap prices.
