If you mean the 'Open File Security Warning' pop up. Found this.

    Code:
How to enable or disable "Open file - Security warning " message in windows Xp, Vista and Seven.
    1. Open Control panel and navigate to Internet Properties option. Now choose "Internet Properties".
or Type "inetcpl.cpl" without quotes on RUN window or in the start search box And hit enter.
    2. Internet Properties window will be open.
    3. Now navigate to "Security" tab.
    4. Choose "custom level".
    5. A new window for "Security setting" will be opened.
    6. Now search for "Launching application and unsafe files (not recommended)"
    7. There you will find the three option. (Disable, enable and prompt .)

Disable - This will not allow the file or application to be run.
Enable(not secure) - This will not show any warning before opening the application and file.
Prompt(recommended) - This will ask every time before opening those.
    9. Choose the option of your own that what behaviour you want to see for those files and application
There are other methods in that reply as well.

Some system specs might help, so the answer can be tracked down easier.
    OS:
    IE version:
If another browser is being used, which, and what version: (Though I only recall ever seeing that pop-up in IE)

I see the option myself on windows 8.1 x64.

This has nothing to do with the internet explorer option, it's in registry but i can't seem to find it.

Option two deals with the issue using the registry. Including how to alter it yourself, and it seems to refer to it's exact location for file type edits. Seems like a roundabout way to me, but w.e. This is easily found using google though.

Perhaps looking at the UAC settings. And are you attempting re-enable that dialog for all Executable or just that particular one?
