yeah ofcourse anyone can release hacks if they want to .

and to get to member level 2 you need to have 2500 posts
for level 3 = 5000 posts
level 4=10.000 posts

so i still don't get what you're trying to get
if you want the Coder tag you will have to be able to fix almost any error , make hacks by yourself . release hacks , etc ..

So can you make a hack yourself ?
