Changing killstreaks for all

Hey,

how do i set killstreaks, so all player on my server get the same killstreaks?

i tried this, but it didn't work:

self maps\mp\killstreaks\_killstreaks::clearKillstreaks ();
self setPlayerData( "killstreaks", 1, "uav" );
self setPlayerData( "killstreaks", 2, "counter_uav" );
self setPlayerData( "killstreaks", 3, "predator_missile" );

Does "1,2,3" stands for the order, in which a player get a killstreak? If i try the method from above, i get the uav and the counter uav, but i don't get the predator missile at 6 kills. is there a other method to set killstreaks?
