IP Restriction

All of you know that there's an IP restriction.
Many nations (for example: Germany) cannot create new accounts anymore, but they still can play with their old accounts.
In many nations (for example: America) are the players still able to create new accounts..

My question is..
If an american guy creates a new account now would a german guy able to play with this new account?

Have any of you tried it yet?
Is it possible or not?

No because it's still an account made after the ip restrictions.
Thus,the second person will have to still use an iphider/changer.

Well I believe is answered, all you have to do is use/found an account created before the IP Restriction. boh1
