Need help! :D Reconnect-Question

hey guys i have an own server and i need some help, its an reconnect problem,

when i play infected in my server, and i kill some people as an zombie, they leave the game and they reconnect into the server. i really need some help how i can toggle this off because i've seen more servers with reconnect off, does anyone know how i can toggle this reconnect off, and that they only can join after the round has ended.

btw, now comes an tough question, does anyone know how i can fix that when people join my server after a round has started, they will join the zombie team?

It's a plugin for the server.. But I don't know where you can find it, since I don't have a server... Google it :)
