It's basically Counter Strike 1.6 + Counter Strike Condition Zero made into a Counter Strike Source with directx 11, better gameplay, better character modules, etc.
It's just a mod, it's free to download but yeah.
It's meant for competitive gameplay just like COD4 had 'promod'.
