Can't Remember Email Password

I can't remember my passwords. I had all my passwords saved, but when I view "Manage Passwords" in Chrome it's completely blank.
Yet, when I try to sign in to my email or ebay account the user name automatically appears, but the passwords don't.


I've tried to reset the password for my email, but I can't remember the security answers and such.
Is there any other way to retrieve my passwords? It's gotta be on my system somewhere?

Try to use mobile phone and sign in to chrome it well send you a 4 digit code in your email box

It says "You do not have any account recovery options for resetting your password." I guess I gotta call customer service.

Trying to reset my password aside, I still have other accounts for various websites that I can't remember the passwords for. And for some reason Google Chrome isn't showing my passwords just the user names. Like, how do I fix that?
