That's a VSS, it's a special rifle used by the Russian special forces. It doesn't use normal rounds but the 9x18mm sub-sonic round.

The only fully automatic sniper rifles in game so far.
But then again, EA balances their weapons.
No snipers are one hit kill.
It's like 2-3 hits, depending on which sniper.

SV-98 with a dot sight quickscoping is always a 1 shot kill for me
