It won't work because of the different regions. I tried downloading a DLC from a friend that lives in the US and because I live in NZ, it didn't work. You'll have to buy it or download from someone that lives in the same country as you

Well I have to double check if he lives in the US or UK. However I was able to download it but I couldnt use it. Is this because of th different regoins?

You can download it, it just won't show up when you turn the game on. And yes it's because of the different regions

On the side of your black ops 2 case or on the disc there should say something like BLES-*5 numbers* (for uk)
and BLUS-*5 numbers* (for us)
You must make sure you download the right one for your disc or it won't work.
