After 4-5 days it was fine.
It was raining really badly, and even though I had a jacket, my pants got soaked and so my phone was still in there and it got wet.
Its a touchscreen, so at first, only a little part of it wasn't working(like only the down-side), and when I plugged it in to the charger, the next day it wouldn't react at all.
Screen works fine, all buttons work fine, sound is fine, only thing that does not work is the touchscreen. I can touch w/e I want, it won't react.
Its been since tuesday and yeah..
Any advice?
I put it in dry rice yesterday for like 10 hours, didn't do much either

throw it out and get a new one.
Same thing happened to me during the summer when I was coming home from work. I didn't have an umbrella so I came home drenched & my phone's sound stopped working. I threw it in a plastic sandwich bag filled with rice for about 4-5 hours and it was fixed.
Take the outer casting and let oit dry since the rice didn't work.
Microwave it.

get 99% isopropyl alcohol, open you phone, find any corrosion and scrub it until it is gone, wipe down, let dry. Your phone should be 100% functional again. Works for all water damaged products. 99% isopropyl alcohol is non-polar, therefore it does not effect electronics, and it is acidic enough to get rid of the corrosion. Hope it helps you out. Had much experience with this type of stuff.
Scrub with a toothbrush.

First thing you should NOT do is trying to turn it on! Did that to my phone after being washed in the washing machine. Totally ruined it. Then do as aborted said
Well first off what type of phone is it?
If it's an iPhone you are fucked. Unless you have the right tools to pull the back off and let it dry don't even bother trying to fix it. Take it to a local apple store or there will be a phone shop at a mall near by, either place will fix it or replace it.
If it's any other type of phone just pull it apart completely and leave it in rice to dry, leave it for a good couple days and change the rice so it's still absorbent.
There might just be some water still logged under the touchscreen that needs to get out.
