Your processor isn't so great, but with that gpu and ram you should be able to run CS:GO in minimum or even medium just fine. To check the FPS yourself, once the CS:GO application opens, go to your console [~] and type in/copy+paste "cl_showfps 1" and your fps will show in the top left corner. To turn it off, type in "cl_showfps 0" in the console.

Your video and ram seems fine, the processor isn't really that weak. 4 Cores is quite enough to run it (For the newest proccessors the Hertz isn't really an big parameter).
For these, you should be able to run the game for around 70-100FPS. Might have some issues in maps like Overpass (which uses lot of resources)

most pro csgo players use everything on lowest


This is what i use for launch options:
"-novid -high +exec autoexec.cfg +cl_forcepreload"

The forcepreload gives a small FPS boost.

ZibensLV / Wassabi: yes, my processor came along with the old computer and this version 9150""e"" is really sucks, I'll just buy a video card

70-100FPS I thought it would be less performance type 30 fps :O 70 fps is not so bad, thanks for answer
