I can give out green rep

all this time when I was giving out rep I thought It was green rep but It actually Isn't its grey can someone tell me what is going on

What do you mean with green/grey rep, lol.

It means your rep power isn't strong enough to have a substantial influence over certain people, usually people that have higher rep power than you.

And to add up @Hero message then there's a reputation power: 0-xxx on your settings tab (shown on picture):


If you have that 0, you cannot give any green reputation to another user till it shows a number. Like mines for a example.
