HELP ME PLEASE!

So this guy randomly added me on Skype, and threatened me with his shit. I thought he was just another nub/skid. I had accepted no files from him whatsoever. He actually DDoS'ed me couple of times. Even though my ip wasn't resolvable through Skype and i have a VPN 24/7. He actually went further ahead he changed my Skype name, description, profile picture remotely... He was able to see my messages and what i was saying to other people from which i freaked the fuck out. (note: I HAD NOT ACCEPT ANY FILE FROM HIM WHATSOEVER) He gave me a file and told me to spread it. I went and scanned it and it went 0/53 and had absolutely 0 detection ratio... I did not accept the file from my PC, I opened my VS and downloaded and scanned it from there.. He told me that he had a 'website' which had 1000's of registered members and was accessing their account from there and i had so chance of removing him whatsoever. I block him several times. But each time he kept coming back (unblocking himself) *i changed my Skype password but that made it worse... do you guy have any idea how do i deal with this guy?
