How do I see if the mods safe/verified from viruses etc.. Thanks. I am just a bad noob

If it is safe, the moderators of the section will approve. Just scan it with your virus scanner when you download to make sure it is 100% safe. Maybe even decompiling it (although that is to the extreme)

Moderators will check through the program, I'd also check yourself online virus scanners etc.

Might be in handy and ofcourse as said above, Moderators will most likely check the file for virus's and if it's clear it'll be approved.

As stated above, it's manually gone through be the current staff of the section of the item your downloaded.
But if you still feel the need to protect yourself and don't trust them for some reason, you should also have your own installed AV-Software, such as ESET NOD32, if you're paranoid, run it in a virtual environment, such as sandboxie or vmware.
