Paint .Net or Gimp?

Whats up,i cant afford to use Adobe photoshop so im stuck with Pain or Gimp.Im trying to find some good plugins,anybody know where to find some good ones?Im especially trying to find one for >.tga< files.Im going to try my hand at modding for the first time and need some goog plugins please.Thanks to respond and help me out.

And yes i did google,and there are alot to choose from.I was wondering for advice on any good requests please.

Personally I Use Gimp It Works Like A Charm I Haven't Tried It With tga Files. And I Couldn't Say Anything About Paint .Net Because I Have Never Used it :\

GIMP does support .tga files... idk about Paint.NET.

Paint.NET is very basic, and GIMP is.. well i think it has better functions. I used to use both of them but now i use Photoshop CS3, If you want i think i can get you a cracked version of Adobe CS3. If you don't mine downloading something a reasonable size.

To answer your question go with GIMP, or why not try both? there not that big and you never know till you try?
