Recoveries for PC

Hello, I would like to ask something. For ps3/xbox 360 everyone is doing recoveries (level mods, money, ect.) and they don't get banned. Why can't this be one on PC? Is there something special on ps3/xbox 360 that doesn't let you get banned when using recoveries?

I Doe recovery for my friends, and for me and i no get ban or my friends get ban, I SPAWN MONEY, Put cars in garage, unlock all, give the DEVELEPORT CLOTHE, and i no get any ban.

The first recovery i doe is before the 1.30 and the acc's no get ban, later of the 1.30 update i doe the same day about 1 hour later of the 1.30 doe 3 recovery more and in this momment the user no get any ban.
