Is my pc safe to overclock ?

I'd recommend you to look at some guides for overclocking your CPU specifically.
All you're doing really is going into the BIOS and turning a few things up. I'd recommend going up to 4.2GHz at first, turning up the voltage a little too.

Once you've done that, try stress testing it in a game or an actual stress test. See if the temps are good, and the stability is good.
Then keep going up continuously in GHz and voltage (very slightly for voltage) and testing it again until you get to stability issues. Then go down a little and stop there.

But guys, seriously, what's wrong with overclocking even if you have 4GHz? It's mostly safe and can increase performance.

Your question has to be more specified, to which extent are you seeking.

In nutshell, your setup has the potential to reach up to 5.4GHz but your total voltage might go a little higher than 750W PSU if you maintain at that optimum stage. Also, you might wanna upgrade your heatsink to corasir hydro series to offset the surge in heat.

Basically, the 4GHz turbo boost is on automatically if you leave your BIOS untouched and your current setup is able to handle the heat capacity (no need stress test at this moment) but if you want to overclock beyond 4GHz, you might want to configured BIOS to switch off that function, up your multipliers, configured your cpu/ram voltages and run stress test overnight.
