No, but you cant play with the steam version without an internet connection. Just use the redacted client.

So bo2 multiplayer is very likey to get you vac ban if u hack multiplayer because i hacked multiplayer and got vac ban, but for zombies i am not sure u will not get vac ban because the fact that ur hosting the lobby instead from bo2 servers...
