Localization Files

Hello, i'm planning to try to make the Arabic Localization for the game
i researched the air client a bit but i couldn't find all files i need either its swf or *.properties

now about the game client all i can find about is just a locale.cfg which decides on the language but nothing shows strings afaik

i wonder what tools i need to get this done ?

this might be useful if someone wants to edit in-game text again ?
