There is a streaming feature in AMD Gaming Evolved app, but i don't know how good it is. You can record gameplays, but it is a 3rd party software called Play.TV and I lose about only 1-3 fps when recording, very comparable to Geforce experience. The downside is play.tv can only record up to 1080p @ 60fps vs Geforce which can do 1440p 60fps on Maxwell cards. I know this, because I have 2 rigs, one with 7970 CF and the other with EVGA gtx 980ti
here's a sc of the AMD software from 1 of my rigs

No, it's not THAT much more efficient, the 380 is based on AMD's Tonga Pro architecture which is a rebadged R9 285 (I was wrong earlier), though it has 195w TDP compare to a gtx 960's 135w TDP, The overall system watt usage under load is a merely 3-5w difference, so it's completely negligible.
And here's the video comparison to prove my point and for @Express

I've had the rig with i5 2500k & 7970 cf since 2012, recently upgraded to 6700k with 980ti. Was originally planning to sell the old AMD rig, but have always been hesitant about it. I have an L shaped desk, so it works out nicely. I just game on both & watch movies .. i don't sing haha, nice guess.
Well, have you got your other PC parts figured out? you say you don't have a pc :O
L-Shaped Desks are great, I've been trying to look around and find one of them and use it for future build since its so good to use.
I just recently like few weeks ago upgraded my GPU (made even a thread about it) Upgraded GPU thread
xD nice upgrade! but i had a cheap GTX 970 from MSI (it wasn't the gaming edition) and the temps were like 75C at stock 1250mhz core, and it OC to 1490mhz core, then the temp went to 80C
That asus gpu looks very nice especially if you have a white/red theme build! but the reference design is poo for cooling performance. what temps do you get on that?
I'm definitely looking forward to get AMD's upcoming flagship Polaris GPU, it's more optimized for DX 12's asynchronous compute, which current maxwell line up suffers greatly from in performance, and I heard since Pascal isn't optimized for it either. Alot of people say how AMD cards are egg cookers and trash they simply can not thoroughly back up their claims on the current new generation of gpu's anymore.
Well my on-stock temperature is: 35 C or 95 F (value, minimum) 36 C / 96 F (maximum)...
I don't have a white/red themed build, but still nice to have change things up more and the upgrade was necessary since my uncle told me that it would be great to have this for meantime before the games get more GPU heavy / other opponent heavy, but he doesn't really understand the gaming as much as I do then I said 4GB helps with the games since most now day games need more GPU memory as much as RAM (which I also need to upgrade)
I've used an AMD GPU for my most of the builds, even at one point I had an older version of nVidia Geforce (don't remember the specific one) and since then I felt some "connection" with nVidia (oddly enough), that build also had an AMD CPU as processor.
There is no way on earth your GPU temp under load is around 35-36C unless you running on custom wc loop .... you talking idle temps for your 970 ?
AMD CPU are outpaced by current intel cpu's by as much as 20 fps in games like GTA V and newer titles as well, which one do you have?
