Im new and it won't let me add a Profile Picture, Need help. <3

I need Help figuring this out <3 I want to Pretty up my profile.

What it says when i try to open up Profile picture:

WonderBreadUnleashed, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

So I activated my account, is there further activation? because i got a private message already from a staff telling me i am in. But i can't get a profile pic D;
Just need help to figure out these twerks

First of all, welcome to the MPGH and its community.

Now about your issue, you need at least 10-15 points in order to have 100% account settings.
