Do you get limited if someone opens a dispute?

-Going over the limit of $2500/year if you are not verified or trusted by PayPal.
-Negative balance without resolving it.

I got scammed and tried to refund my money.

I have lost well over a few thousand through pay pal limiting my accounts for "fraud" or other so called illegal activity's, i used to be well known in the Xbox modding community, I used to do all sorts of stuff over there (xrpc tools, online service and just normal modded lobbys) everytime I made a good days worth of money I would be limited.
