1. Get MWB, and MWB anti-rat. Run them both on Safe Mode with admin privileges. That'll remove it.

If you use something like Malwarebytes and still have problems, just format.

OT: OP best bet is to full reformat. And if you wanna be real safe, nuke the harddrive. I nuked my HDD and after I reinstalled windows my shit ran like a champ.

Usually this doesn't work if the virus is intelligent in some way. Intelligent Viruses nest themselves deep into Windows and/or other programs, basically forcing you to restore or wipe your PC.

Malwarebytes will help you a lot in such a case: Do run it at least twice. A self-reminder (If you have the free version of Malwarebytes) to do it at least monthly to check your system will keep you quite safe. It even detects junk that you may not want, which is awesome.
For doing Backups, Restoring, etc. I would recommend Acronis True Image. Works like a charm.

Backup anything important to you then do a full reformat.
Use a good AV (Default Defender, ESET, Kaspersky, Bitdefender), Malwarebytes Anti-Malware and Anti-Exploit and HitmanPro 3.
Make sure to learn some good habits when online to protect yourself, your privacy and your system.

Boot it in safe mode with no internet connection and use a virus scanner/cleaner to get rid of those f.king things
