How To Open Command Promt On A Restricted Computer
Presuming You Are On A Computer With Command Promt Disabled, School, Library, Cafe e.t.c.
Well There Is A Simple Well Known Trick Which Involved Making A Program On The Computer That Is Restricted.
Open Notepad
Type 'command.com'
Click Save And Name 'Command.exe'
Save As All File Types
Run The Program And You Have Got A Fully Functional Command Promt

Doesn't work if running un-recognized application files are blocked from running.
Can be helpful though.

err sorry to double post but i think you made a mistake, shouldnt you save it as .bat not .exe?

You can just type into notepad "start" and save it with the batch file extension, that gives you the cmd aswell
