Relax. It's just a debit card with no initial value. You can't charge stuff with it. It's a prepaid card. That's the best way I know to verify a PayPal account. NetSpend gives you a account number and routing number and once you give that info to PayPal they will make 2 small deposits and you can get verified.

Then go to your PayPal account and "Add a bank account"
