Question About Threads and Someone tried to scam me lol.

First of all i want to ask why everything when i enter a thread or something looks like this.

Then a guy added me on skype and asked me if he could go into the account and "borrow it" now he blocked me and he also threated me after awhile when i refused to give him the login details
and i wonder how can i contact an admin on here or on skype?

And when can i send PM to people?
I didnt find it in the rules etc...
