You can also exchange paypal for btc through forums such as mpgh, just visit the currency exchange section under trading items in the marketplace. You can also get an app called circlepay for bitcoin.

I don't know the rates on external sites such as coin base but trading with other individuals the common rate is between 10-15%. So $1 in BTC would cost $1.15 Paypal.
