Well As I know of VAC it is what I think but some poeple are telling VAC might be patching some hack without updating game ( sincerly I think it is not, I think until they patch the game hack are fine )

Well game guard does that. They run random updates every 3 days or so to prevent program hacks. It may happen, we all just take risks.
