I'd say it's pretty valid. The weak cause the hard times and the strong try to fix what the weak did.
Given everything that's going on in the world. what are your thoughts on this idea: "hard time create strong men. strong men create good times. good times create weak men,. weak men create hard times."true? false? crazy? reality? too cynical? irresponsible?
Assuming this is true/reality, what breaks the cycle?

That can apply to some cases, but not all (nowhere near all, in my opinion).
Hard times can leave psychological scars on even the strongest people that they may never heal from completely.
hard times do create brilliant minds tho.
for example during world war 2 when the nazis were using the enigma to encrypt their message so that they were unable to be intercepted by other rivals, then Alan Turing came along and managed to decrypt their message, effectively helping britain to win some of the battles.
his contributions saved millions of lives and shortened the war by couple of years
