Neon paint/Toxic ooze effect

I've literally not read a tutorial on how to do this.. and I've been stuck on what to do with things I have. (I'm very unimaginative)
I end up trashing work I've done because it doesn't feel like it's up to snuff so to speak..

and Well, I saw this effect a long while back and I *Really* liked it so I decided today to try and copy the effect.. :x I want to know how well I did considering I didn't have reference material (It's entirely from memory) and I don't even know what the effect is called...

V3(The stuff from mouth felt like red lightning instead of neon blood so I tried to cut back)

If someone could also point me in the direction of a tutorial of how to properly do this effect, would be most appreciated.

I think that there is a tutorial in this forum, a guy whose name I dont remember used to post and his art is way damn good.
Look it up on showroom if Im not mistaken. I'll look into it tonight If I remember

The facemask and red neon was also a bit hard to find out what worked well.

Neon effect isn't really "neon-y"
It's more like some bad brushwork with a duplicated guassian blurred layer

I see. Well it's a good start you'll be a graphics legend before you know it.
