What he's basically saying is as of right now, nobody is able to change the password for any PTC accounts. IF you try it on the site, it will say scheduled maintenance. So even though the seller might give you the original email, if you aren't able to change the pass, they can access the account freely whenever they want.

Yeah, they are. Hard to say, honestly. With the original e-mail changed you'd atleast be aware that they were trying to change it if they did.

What people do is they create account with a original email. Then reset the password, which will trigger a activation email to be sent to the original email.
