Combat arms ( permanet ban lifter ) ip changer
I know lukas or w/e u spell his name released some thing more advanced than this but it was for macs. This is a simple .bat file witch changes your ip. this is for bans from ca :O * screams*. its pretty simple but it works~!!.
Instructions
1.open ( win7/vista as admin ) MUST!
2. it will show krap u dont need to pay attention to.
3. it will AUTOMATICLY close when its down.
4. wait 10 seconds
5. open ca if u where ip banend
6. own sum choobs with mpgh hacks!
7. its not a .exe!

I believe you mean the static ip adress(ip assigned by your isp).
