C++ is the way to go. You can achieve more low level things with it. And It's also more efficient.

As Jabber said, C++. Agreeing with him, it's much more efficient when it comes to something like game hacking
AVA is the only game I've seen that got hacks created with VB.NET. lol

VB.NET is a weak language, performance and API wise; Not to mention it does not (To an extend) support dynamic link library executable.
API part, ehh? Haven't seen a .NET hack able to modify memory values. It's possible in some cases, using WriteMemoryProcess/Read but won't be able to go thru protected pointers in games such as Crossfire.
