You would use photoshop or or some online tool. Could be also be done in word 2013-2016 if you are skilled.

there is a program online that had a ton of options like the backround of the signature. don't know about the lines.. could be just a free google image..

Isn't it just putting 3/4 small sig's in on top of eachother?

Just right click and open one of the images.



You can see he made the entire signature and then cropped each one out and made them separate images. No code there except for link tags.
