And that's not leeching. Leeching is when you for example download someone's hack on another hacker forum and publish it here saying it yours or not giving the original owner credit aka stealing.

Or just imagine a Leech sucking your blood. In MPGH your hard worked hack stolen from you.

Leeching is taking something and reposting it while claiming it as yours without providing proper credit.
The following user I assume you're talking about appears to be spamming which is against the rules if they are pointless/repeated posts, etc.
It can lead to an infraction/ban depending on the context.

As aforementioned by others, no, it's not. That's considered as spamming and not leeching. You can report such posts via the report button, which I'm sure you already know where it's located at.
