Why all the forum limitations?

I'm new to this forum and there are so many limitations from what I can tell so far.

Not able to post emails in threads, I can't talk about other forums and as a new user i'm not able to send any one messages. My question is, why? And does any one else view these things as trouble some?

Well you can simply bypass it by posting 20+ posts.

It's really to regulate the forum, otherwise it's total chaos. Just like in real life, if there weren't rules/laws without punishment. We be living in anarchy.

You will be able to receive and send private messages to other users once you reach 15 posts.
In regards to not being able to post links/emails, you will also have to reach 15 posts.
