If I were to make a fresh amazon account and fund it with just AGC would I be able to refund it? Amazon wouldn't ask me to verify my identity by asking me to link a debit card or some shit? It just seems too easy...

Yes it would be fine. Once your refund is approved, the fund will go back to your gift card balance on that account

Yes, you can do this. I do this a lot, and have no problem at all. I normally do one order, refund and transfer to new account. Usually get a couple of orders out of the Gift Card.
