What are refund services , and why do people are using them?

I still can't manage to find an anwser to that

I've seen apple refund services , google , amazon and others...
I would like to know what do they do, and if they are usefull.

Refund services, you buy an item, pay 10% of order total, you get back full refund of product,
eg; buy a $1000 item off amazon, pay 10% of order total = $100
$1000-100 = $900 saved, you spent $100 on item only,
it's straight forward lol.

It's just not possible.

Refund service is a service which a user provides to a community. You order a item sold and fulfilled by amazon, and when it deliver, you can contact the refunder and he/she will refund it for you, then you pay him/her the % he/she charge for refunding your item.
