It is possible to create a combat arms private server.

It's like for any other games, you don't need the server file, just create an emulator.

First you got to find the packet encryption key, once that's done you can start logging packet and analysing them to understand what each byte in each packet is for, then you will start making a server application in a coding language personaly i quite like C++ with winsock. Note that this take good base knownledge of programming and networking and that it's really long to do because you have to analyse each packet wich is extremely long. I am currently making a 12sky2 emulator just to give you an idea we started at end of november and we only have few things working yet like monster spawn, logging in , character create , chat ..

So if you want to do a Combat Arms private server you will need to do your own emulator wich will require you a lots of patience or you will have to wait for somoene to do an emulator and release his project.

2. Since you don't you would have to Script them yourself.
3. Can you script? To the point of professionalism to have a running server?
