Did u download the DirectX SDK and include it?
me and someone where trying to figure out why gellins base wouldnt compile right on my computer(running windows 7 64-bit) so we tryed to update all my directx but i dont think it updated right...
this is the error i get

Meh... ok. You need to include the directory to this file: d3dx9.h
If you installed directX SDK it will be in your program files. Here's the file location: C:\Program Files\Microsoft DirectX SDK (August 2009)
google a tut on how to add directories to your project. and add this exact directory to you DirectX SDK include file: C:\Program Files\Microsoft DirectX SDK (August 2009)\Include
